DAP ORGANIZES LEARNING MODULE ON BLUE OCEAN STRATEGY FOR THE 2023 CBILLS SENIOR LEADERS

The 2023 CBILLS Senior Leaders from the Senate of the Philippines and the House of Representatives in their online Learning Module on Blue Ocean Strategy

From July 3 to 7, 2023, the Development Academy of the Philippines (DAP), in collaboration with the Asian Productivity Organization (APO), held this year’s online learning module on “Blue Ocean Strategy and Blue Ocean Leadership for the Philippine Congress”, for the Senior Leaders Track of the Capability Building on Innovative Leadership for Legislative Staff (CBILLS) Program. This online module aimed to increase the creative thinking faculties of the participants in solving issues, shifting perspectives, and seizing new opportunities for the Philippine Congress through the concepts, tools, and framework of the Blue Ocean Strategy (BOS) and Blue Ocean Leadership (BOL).

The module featured three learning sessions that highlighted the concepts, framework, and tools of the BOS and BOL, as well as their application to the public sector. It also covered best practices and techniques for implementing and communicating the BOS effectively within institutions through success stories and case studies from Malaysia, Sri Lanka, and New York City. These sessions were handled and facilitated by the APO resource persons, namely Dr. Noore Alam Siddiquee, Professor at the Graduate School of Public Policy in Nazarbayev University, Kazakhstan, and Prof. M. Thilakasiri, Chairman at HighFlyer Global (Pvt.) Ltd., Sri Lanka.

The participants underwent a workshop that helped them craft innovative BOS and BOL solutions for their respective offices and institutions, which they presented at the end of the module.

The Senior Leaders Track under the CBILLS program is a customized set of learning interventions designed for the legislative staff and officers of different offices from the House of Representatives of the Philippines and Senate of the Philippines.
