This research proposal aims to investigate how government policies and programs in the Philippines currently address the social service needs—specifically in health, social, economic, and education— of senior citizens. It explores the effectiveness of existing initiatives and identifies key implementation challenges and service gaps that hinder their impact. By analyzing unmet needs and examining international best practices through surveys, Focus Group Discussions (FGDs), Key Informant Interviews (KIIs), and document analysis, the research intends to offer evidence-based recommendations for creating more proactive, responsive, inclusive, and integrated policy frameworks for social services. The findings seek to inform stakeholders and policymakers in developing responsive interventions that promote the well-being and dignity of senior citizens in a rapidly aging society.
