2024 RETURNING CBILLS SCHOLARS



As part of your continuous learning process, the Development Academy of the Philippines is pleased to invite returning scholars from 2019 to 2022 from the Senate of the Philippines and House of Representatives to attend and participate in the 2024 Capability Building on Innovative Leadership for Legislative Staff (CBILLS) Program.

The program aims to strengthen the leadership, management, and technical skills of the members of the Philippine Congress, its officers, and staff through capacity-building interventions. It seeks to respond to the evolving training needs of the congressional machinery, enabling it to provide effective support in fulfilling its responsibilities for lawmaking and oversight.



TIMELINE OF Admission Process for Returning Scholars



ADMISSION TO THE CBILLS PROGRAM

  1. It is the policy of the CBILLS Program to accept and review the nomination and online application forms of all participants who submitted the required supporting documents on or before the specified closing date.
  2. All nominations and applications to the CBILLS shall be made using the prescribed forms.
  3. All information/documents submitted to the DAP must be accurate and complete.
  4. Admission to the program shall be based on the criteria set by Congress and DAP.
  5. Upon admission to the Program, participants consent to future participation in the CBILLS Program including compliance with its requirements.


PROGRAM CALENDAR




Completion Requirement

An overall certificate of program completion will only be issued to a scholar upon the fulfillment of the following requirements:

  1. At least 90% attendance in all lectures, and courses.
  2. Attendance to at least two (2) out of the three (3) lectures of the lecture series and one (1) conference. Participants must also submit one (1) reaction paper of any lecture he/she has attended.
  3. Submission of required outputs and/or action plans, as may be identified by the faculty, for all learning courses.
  4. Submission of required reports that contain a group action plan and recommendations to adopt innovations in improving their functions for the international learning course.

Scholars of the program will be provided a completion certificate (for local courses) and a participation certificate (lecture series) for each activity they have successfully attended under the condition that they comply with its requirements.

*For participants in tracks with the International Learning Course, they are expected to complete all courses and component outputs as may be required. Non-compliance with the rules and requirements will render them ineligible to join the ILC and will not be issued a certificate of completion.
