Abstract

This Policy Note aims to assess the future readiness of Filipino basic education students in public schools by looking at the level of their foundational literacies. Foundational skills are the critical building block in the process of acquiring knowledge. They represent the starting point on the path towards mastering 21st-century skills. Data show that Filipino students are trailing behind and have a lot to catch up on in terms of reading, numeracy, scientific and ICT literacy. Increased focus on the development of foundational skills, higher investment on education and other reform measures that would address the immense learning gaps should hence be prioritized.
